Strategic plan 2026–2030

Since 2010, Sweden’s regions have collaborated on sustainable public procurement, based on a joint agreement between all regions. Our programme declaration and strategy provide the direction towards our shared 2030 vision: Welfare through world-leading sustainable public procurement. The strategic plan covers the procurement and sustainability organisations participating in the collaboration.
Our vision: Welfare through world-leading sustainable procurement.
Our mission: To promote sustainable public procurement methods in order to identify, assess, prevent and mitigate adverse impacts on people, the environment and society throughout the life cycle of goods and services.
Our commitments: Through our Supplier Code of Conduct, we are committed to ensuring respect for human rights, workers’ rights, environmental responsibility and business ethics.
Our focus: We direct our efforts towards selected procurement categories within healthcare, where the regions have leverage to influence and contribute to sustainable development in line with Agenda 2030, in particular goal 12.7.
Our strategic goals and how we work to achieve them
1. Ensure access to up-to-date and relevant sustainability risk assessments
To support strategic decision-making, we must systematically identify, assess and prioritise risks in our supply chains. This enables proactive work and preventive action.
2. Implement coordinated and effective sustainability requirements in procurements
By introducing coordinated requirements, we strengthen our purchasing power and market influence while creating greater predictability for suppliers. Continuous development of these requirements is essential to guide our procurements in a sustainable direction.
3. Review and ensure compliance with sustainability requirements
Regular follow-up of sustainability requirements is essential to ensure that the regions receive what has been agreed upon, to avoid distorting competition, and to achieve set goals. Effective incident management also minimises negative impacts and strengthens our ability to influence supply chains.
4. Promote an efficient organisation that enables the mission’s implementation
A clear division of responsibilities between the national secretariat and the regions, along with systematic processes for risk management, criteria development and contract follow-up, is key to effective work and achieving our objectives.
5. Educate and strengthen competence
Regional coordinators, area leads, suppliers and auditors need to continuously strengthen their knowledge of sustainability- and process requirements to ensure successful implementation of the mission.
6. Increase the regions’ impact through external collaboration
By actively participating in national and international partnerships and working strategically with joint activities, we can promote sustainable development and take a leading role.
7. Communicate the value and benefits of the collaboration
To strengthen engagement and participation, we must clearly and strategically communicate the positive results and shared value of our joint work. By sharing information with chief procurement officers, environmental and sustainability managers, network, suppliers and partners, we can increase understanding of our progress, encourage participation, and build trust for continued cooperation.
